The liberalisation of the Irish mortgage market has resulted in an increased number of lenders, intermediaries and mortgage products in the market. Prior to the legislative developments governing the market, the building societies were the main source of mortgage finance offering a standard product at a relatively standard price. A mortgage is a long-term commitment and is one life's largest financial transactions. However, with such a range and number of products available, many borrowers mistakenly believe that there is little to choose between the mortgages offered by the various institutions. The purpose of this report is to enable a prospective borrower to make an informed decision when considering mortgage finance. This report is structured as follows: Chapter 1 contains an overview of the Irish residential mortgage market. It reviews developments in the market, considers the size of the market, examines the relative position of the main types of lenders, looks at the role of mortgage intermediaries and at the changing profile of borrowers. Chapter 2 examines determinants of mortgage demand including the tax treatment of owner-occupation, the scope of equal release lending and the impact of urban renewal incentives. Chapter 3 considers the costs associated with mortgage finance, highlights the importance of interest rates, the role of APR, outlines the initial costs paid by the consumer when taking out a mortgage and also identifies other costs which may be incurred during the mortgage term. Chapter 4 describes the principal features of the main mortgage instruments in Ireland. Chapter 5 presents a detailed review and examination of personal mortgage instruments available on the Irish market. Chapter 6 makes recommendations to the Government, to mortgage lenders and to the most important participant in the market: the consumer. Appendix 1 contains a glossary to the technical terms and jargon commonly used by mortgage lenders. Appendix 2 presents the distributed questionnaire, the results and conclusions of the research carried out. The contents of the remaining appendices are detailed on the List of Appendices.
